August 4, 2025 REGULAR MEETING MINUTES The Muskogee Board of County Commissioners met in session at 8:15 a.m. Members present were: Chairman, Ken Doke; Vice-Chairman, Keith Hyslop; Member Kenny Payne; and Muskogee County Clerk, Polly Irving. 1: Motion Commissioner Hyslop made a motion and it was seconded by Commissioner Payne, approved to Open the meeting at 8:37 a.m. The motion was unanimous. 2: Motion Commissioner Hyslop made a motion and it was seconded by Commissioner Payne, approved the Purchase Orders. The motion was unanimous. 3: Motion Commissioner Hyslop made a motion and it was seconded by Commissioner Payne, approved the Monthly reports. The motion was unanimous. 4: Motion Commissioner Payne made a motion and it was seconded by Commissioner Hyslop, approved Regular meeting minutes for July 28, 2025. The motion was unanimous. 5: No Action No action was taken regarding a letter of engagement with Tisdal, O’Hara Law Firm to represent the Assessor in the 2025 lawsuit with USAC Leasing LLC. 6: Motion Commissioner Payne made a motion and it was seconded by Commissioner Hyslop, approved a Letter of Appointment for Fred Hogle to be reappointed and to appoint C.B. Abel to serve as member of the Board of Muskogee City-County Port Authority and as trustees of the Muskogee City-County Trust Port Authority. Each will serve a 4-year term through August 30, 2029. The motion was unanimous. 7: Motion Commissioner Doke made a motion and it was seconded by Commissioner Hyslop, approved an Application and Utility Permit from Muskogee County Rural Water District 6 to erect, construct and maintain a road bore at 33rd and 77th St W in District 1. The motion was unanimous. 8: Motion Commissioner Payne made a motion and it was seconded by Commissioner Hyslop, approved a proposal award for inspection services for the Okay Road Project which was from Holloway Updike not to exceed the price of $75,000. There was no paperwork presented for signatures to support this motion. The motion was unanimous. 9: No Action No action was taken regarding a proposal award for material testing for the Okay Road Project. 10: No Action No action was taken regarding a Declaration of Surplus for District 1.
