In 1995, the Department of Housing and Urban Development (HUD) issued a ruling requiring a single consolidated submission for community development and housing programs – specifically the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) Programs. In accordance with this ruling (24 CFR Part 91), the City of New Haven has developed its Consolidated Plan for Housing and Community Development. The overall goal of the Consolidated Plan is to develop viable urban communities by providing decent housing, a suitable living environment and by expanding economic opportunities principally for low and moderate-income persons, through the use of CDBG, HOME, ESG, and HOPWA funds. Late responses will not be considered. Offerors must carefully read the entire Application package.
