ORLANDO SANFORD INTERNATIONAL AIRPORT AIRCRAFT RESCUE & FIREFIGHTING (ARFF) 1,500 GALLON VEHICLE NOTICE TO BIDDERS/ INVITATION FOR BIDS SANFORD AIRPORT AUTHORITY NOTICE TO BIDDERS/INVITATION FOR BIDS The Sanford Airport Authority, hereinafter called "Owner," hereby requests sealed bids for the “AIRCRAFT RESCUE & FIREFIGHTING (ARFF) 1,500 GALLON VEHICLE” (Project), at ORLANDO SANFORD INTERNATIONAL AIRPORT. Acceptance of the bid for the project will be contingent on successful receipt of a Federal Aviation Administration Airport Improvement Program grant for the project. Failure to secure a grant will be grounds to reject all bids. The scope of work for the project is the manufacture and providing of a Class 4, 1,500-gallon ARFF vehicle per attached specification in accordance with Federal Aviation Administration guidelines for such acquisition. The scope of work is intended to provide a new, fully operational, vehicle to provide ARFF support at the Airport. Equipment and performance capability will meet, or exceed, requirements for an ARFF vehicle contained in: - Federal Aviation Administration Advisory Circular #150/5220-10E, Guide Specifications for Aircraft Rescue and Fire Fighting (ARFF) Vehicles. Specific performance requirements for this scope of work are: - Outlined in the attached Procurement Specification Bids submittal to include: All costs to provide a Class 4, 1,500-gallon ARFF vehicle, as outlined in the scope of work to include manufacture, freight and delivery to the Sanford Airport Authority, acceptance testing, and operational training. References confirming experience where bidder has provided similar equipment to that contained within this Invitation to Bid within the past five (5) years. A material list that includes the manufacturer and model number of the key critical system components. Documentation of support items required by the Specification and this Invitation to Bid. There is no express or implied obligation for the Sanford Airport Authority to reimburse responding firms for any expenses incurred in preparing proposals in response to this Invitation to Bid. Electronic Sealed Bids will be accepted on the Sanford Airport Authority’s online procurement webpage up to 2:00 pm, local time, April 22, 2025, at which time all bids received will be publicly opened, the contents noted and read aloud. The opening will take place at the Sanford Airport Authority, 2nd Floor Boardroom, 1200 Red Cleveland Blvd., Sanford, FL 32773.
