August 7, 2023 MINUTES The Muskogee Board of County Commissioners met in session at 8:15 a.m. Members present were: Chairman, Kenny Payne; Vice-Chairman, Keith Hyslop; 1St Deputy of Ken Doke, Brian DeShazo; and Muskogee County Clerk, Polly Irving. Vote 1: Motion was made by Commissioner Hyslop, approved to Open the meeting. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 2: Motion was made by Commissioner Hyslop, approved all Purchase Orders. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 3: Motion was made by Commissioner Hyslop, approved all Monthly reports. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 4: Motion was made by Commissioner Hyslop, approved Regular meeting minutes for 7/31/2023. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 5: Motion was made by Commissioner Hyslop, approved a Request for Reimbursement Letter in the amount of $112,032.41 for work done in the Hazard Mitigation Advanced Assistance project. The amount requested is 75% of the actual expenses billed and paid between January 1, 2023 and June 30, 2023. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 6: Motion was made by Commissioner Hyslop, approved a Resolution stating source of Leverage Fund in the amount of $969,881.25 and dedicating those funds as leverage for the FY2019 CDBG-DR Grant. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 7: Motion was made by Commissioner Hyslop, approved an MOU (Memorandum of Understanding) between BOCC and Oktaha Public Schools to agree to cooperate in the improvement of two school owned driveways in Muskogee County, Oklahoma. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 8: Motion was made by Commissioner Hyslop, approved a REAP Contract Closeout Certification between BOCC and the 2021 REAP Fund in the amount of $50,000.00. The motion was seconded by Commissioner Payne and was announced unanimously. Vote 9: Motion was made by Commissioner Hyslop, approved the Resolution for Disposing of Equipment from Dist.
