June 5, 2023 MINUTES The Muskogee Board of County Commissioners met in session at 8:15 a.m. Members present were: Chairman, Kenny Payne; Vice-Chairman, Keith Hyslop; Member Kenneth Doke; and Muskogee County Clerk, Polly Irving. Vote 1: Motion was made by Commissioner Hyslop, approved to Open the meeting. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Vote 2: Motion was made by Commissioner Hyslop, approved all Purchase Orders. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Vote 3: Motion was made by Commissioner Hyslop, approved all Monthly reports. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Vote 4: Motion was made by Commissioner Doke, approved Regular meeting minutes for 5/30/2023. The motion was seconded by Commissioner Hyslop and was announced unanimously by Commissioner Payne. Vote 5: Motion was made by Commissioner Payne, approved an Application & Utility Permit from Okmulgee Rural Water Dist. 20 in Dist. 3 to erect, construct, and maintain a water line at N 239th St W: N of 40th St N and N 239th St W crossing at the curve. The motion was seconded by Commissioner Doke and was announced unanimously. Vote 6: Motion was made by Commissioner Doke, approved an ARPA Expenditure from Dist. 2 in the amount of $172,760 (Bid #57) to RRY Services for construction of a 55’ bridge over Starvilla Creek. The motion was seconded by Commissioner Hyslop and was announced unanimously by Commissioner Payne. Vote 7: Motion was made by Commissioner Doke, approved a Resolution to raise the County Officers travel allowance by $300 according to Senate Bill 951 that was passed May 25, 2023. The following travel allowances will become effective as of July 1, 2023: County Commissioners - $1,000, County Sheriff - $1,000, County Assessor - $900, County Clerk - $800, County Court Clerk - $800 and County Treasurer - $800. The motion was seconded by Commissioner Hyslop and was announced unanimously by Commissioner Payne. Vote 8: Motion was made by Commissioner Doke, approved a Cooperative Service Agreement between BOCC and US Dept. of Agriculture, Animal & Plant Health Inspection Service and Wildlife Services for FY24 in the amount of $2,400 annually. The motion was seconded by Commissioner Hyslop and was announced unanimously by Commissioner Payne.
