April 24, 2023 MINUTES The Muskogee Board of County Commissioners met in session at 8:15 a.m. Members present were: Chairman, Kenny Payne; Vice-Chairman, Keith Hyslop; Member Kenneth Doke; and Muskogee County Clerk, Polly Irving. Vote 1: Motion was made by Commissioner Hyslop, approved to Open the meeting. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Recess: Motion was made by Commissioner Hyslop, approved to recess to sign Purchase Orders and County Claims. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Out of Recess: Motion was made by Commissioner Hyslop, approved to come out of recess and resume Regular Session. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Vote 2: Motion was made by Commissioner Hyslop, approved all Purchase Orders. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Vote 3: Motion was made by Commissioner Hyslop, approved all Monthly reports. The motion was seconded by Commissioner Doke and was announced unanimously by Commissioner Payne. Vote 4: Motion was made by Commissioner Doke, approved Regular meeting minutes for 4/17/2023. The motion was seconded by Commissioner Hyslop and was announced unanimously by Commissioner Payne. Agenda Item 5: No action was taken at this time regarding a contract renewal and payment of invoice concerning Neighbors Building Neighborhoods grant writing services. Agenda Item 6: No action was taken at this time regarding a Memorandum of Understanding (MOU) between Dist. 1 and Hilldale Schools to build a road at Hilldale High School. Agenda Item 7: No action was taken at this time regarding a Property Form between Muskogee County and the Billy Wallace Rev. Trust in Oktaha to allow the county to come on private property and eliminate beaver dams to avoid road flooding. Vote 8: Motion was made by Commissioner Doke, approved a Memorandum of Understanding (MOU) between Ft. Gibson School Dist. And Dist. 1 for a drainage project in the amount of $7,500. The County is purchasing drainage pipe at a discounted price for Ft. Gibson School Dist. to which Ft Gibson will pay the contractor for the project and reimburse Dist. 1 for the purchase of drainage pipe. The motion was seconded by Commissioner Hyslop and was announced unanimously by Commissioner Payne.
