Description

February 21, 2023 MINUTES The Muskogee Board of County Commissioners met in session at 8:15 a.m. Members present were: Chairman, Kenny Payne; Vice-Chairman, Keith Hyslop; Member Kenneth Doke; Muskogee County Clerk – Chief Deputy, Sheila Harrison; and Muskogee County Clerk – 2nd Deputy, Kyle Caves. Vote 1: Motion was made by Commissioner Hyslop, approved to Open the meeting. The motion was seconded by Commissioner Doke and was made unanimously by Commissioner Payne. Vote 2: Motion was made by Commissioner Hyslop, approved all Purchase Orders. The motion was seconded by Commissioner Doke and made unanimously by Commissioner Payne. Vote 3: Motion was made by Commissioner Hyslop, approved all Monthly reports. The motion was seconded by Commissioner Doke and made unanimously by Commissioner Payne. Vote 4: Motion was made by Commissioner Doke, approved Regular meeting minutes for 2/13/2023. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. Agenda Item 5: No action was taken at this time regarding a Hazard Mitigation Grant. Agenda Item 6: No action was taken at this time regarding a Muskogee County Fire Sales Tax Purchasing & Accounting Guidelines & Procedures manual provided by Muskogee County Clerk. Vote 7: Motion was made by Commissioner Doke, approved Dist. 1 Resolutions for Disposing of Equipment for the following items: (1) 5’ Brush Hog: no serial #, (1) Woods Ditch Bank Mower: serial #1271909. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. Vote 8: Motion was made by Commissioner Payne, approved an Application & Utility Permit from Muskogee County RWD #3 in Dist. 3 for a road cut on 194th St S, ½ mile N of Hwy 62. The motion was seconded by Commissioner Hyslop and was made unanimously. Vote 9: Motion was made by Commissioner Doke, approved a 90-Day Notice to Tiger Correctional Services from JT Hammons on behalf of the Sheriff, Andy Simmons to end it’s food service contract. Tiger increased rates by 14% and therefore it is not in the best interest of the jail to continue the service with Tiger. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. Vote 10: Motion was made by Commissioner Doke, approved a Purchase Agreement between Dist. 2 and Yellowhouse Machinery for a John Deere 670G Motor Grader using state contract pricing (SW192) in the amount of $308,496.00.
