August 29, 2022 MINUTES The Muskogee Board of County Commissioners met in session at 8:15 a.m. Members present were: Chairman, Kenny Payne; Vice-Chairman, Keith Hyslop; Member Kenneth Doke; and Muskogee County Clerk, Polly Irving. Vote: Motion was made by Commissioner Hyslop, to open the meeting. The motion was seconded by Commissioner Doke and was made unanimously by Commissioner Payne. Vote: Motion was made by Commissioner Hyslop, approved all Purchase Orders. The motion was seconded by Commissioner Doke and made unanimously by Commissioner Payne. Vote: Motion was made by Commissioner Hyslop, approved all monthly reports. The motion was seconded by Commissioner Doke and made unanimously by Commissioner Payne. Vote: Motion was made by Commissioner Doke, approved Regular meeting Minutes for 8/22/22. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. Vote: Motion was made by Commissioner Doke, approved an Expenditure from Emergency Management for a key card system at the courthouse and county services building in the amount of $259,002.73 utilizing ARPA Funds. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. No action was taken on Item #6 regarding a Division Order from Independent Energy Service Company concerning mineral interest. Vote: Motion was made by Commissioner Doke, approved a Certification of Library Board Appointment for Tim Thompson. The term will begin 7/1/2022 through 6/30/2025. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. No action was taken on Item #8 regarding the presentation given by Dr Jerri Stoutermire with Eastern OK Community Development about USDA NASS. Vote: Motion was made by Commissioner Doke, approved a Letter of Support for ODOT concerning the Bridge Investment Program (BIP) for SH-100 over the Arkansas River. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. Vote: Motion was made by Commissioner Doke, approved the FY2023 Investment Policy for Muskogee County provided by the Muskogee County Treasurer. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne. Vote: Motion was made by Commissioner Doke, approved a County Road Machinery and Equipment Revolving Fund Resolution for FY2023. The motion was seconded by Commissioner Hyslop and was made unanimously by Commissioner Payne.
