This mitigation reconstruction project encompasses fifteen (15) New Smyrna Beach single-family homes located within Special Flood Hazard Areas (SFHA) classified as Zone “AE”, per FEMA’s Flood Insurance Rate Maps. These homes have experienced structural flooding during October 2016 (Hurricane Matthew), September 2017 (Hurricane Irma), September 2022 (Hurricane Ian) and/or November 2022 (Hurricane Nicole). Due to the vast majority of their finished floor elevations being below the Base Flood Elevation (BFE) established by FEMA, these homes are presently in imminent risk of reoccurring flooding.The Hazard Mitigation Grant Program (HMGP) grant sponsored by the Federal Emergency Management Agency (FEMA) allows for the implementation of long-term hazard mitigation measures after a Presidential major disaster declaration to reduce the loss of life and property due to natural disasters. Following its commitment to serve and protect its residences, the City of New Smyrna Beach has secured federal funds from FEMA’s HMGP program to demolish and rebuild 15 homes at a higher elevation. This will allow for the removal of these homes from harm’s way.The mitigation reconstruction project will protect these homes following the 100-year storm event as they will be rebuilt and elevated between 5.5 ft and 8.0 ft from existing ground. Consequently, as a result of the demolition and reconstruction work, future flood-related damages and flood claims will be reduced and/or eliminated. The City of New Smyrna Beach reserves the right to select one or multiple contractors to provide construction services under this contract. A minimum number of homes to be demolished and reconstructed by a particular contractor is not guaranteed and will depend on the bids received.
