Department of Housing & Urban Development Emergency Solu�ons Grant The Washington County Department of Human Services’ mission is to create an accessible and holis�c integrated Human Services System that addresses the individual and family needs of Washington County to promote self-sufficiency and improve their quality of life. Our vision is to provide the residents with the highest quality of health and human services throughout their life span. 2026-2027 EMERGENCY SOLUTIONS GRANT The Emergency Solu�ons Grant focuses on addressing the needs of people experiencing homelessness (as defined in Category 1 of the Federal Defini�on) to quickly regain stability in permanent housing a�er experiencing a housing crisis and/or homelessness. ELIGIBLE PROGRAM COMPONENTS 1. Street Outreach Essen�al Services related to reaching out to unsheltered homeless individuals and families, connec�ng them with emergency shelter, housing, or cri�cal services, and providing them with urgent, non-facility-based care. Eligible costs include engagement, case management, emergency health and mental health services, and transporta�on. 2. Emergency Shelter Essen�al Services such as case management, childcare, educa�on services, employment assistance and job training, outpa�ent health services, legal services, life skills training, mental health services, substance abuse treatment services, transporta�on, and services for special popula�ons. Shelter Opera�ons, including maintenance, rent, repair, security, fuel, equipment, insurance, u�li�es, reloca�on, and furnishings. Major Rehabilita�on, Conversion, or Renova�on of a building to serve as a homeless shelter. Site must serve homeless persons for at least 3 or 10 years, depending on the cost. Note: Property acquisi�on and new construc�on are ineligible ESG ac�vi�es. 3. Homelessness Preven�on Housing reloca�on and stabiliza�on services and rental assistance as necessary to prevent the individual or family from becoming homeless if: • Annual income of the individual or family is below 30 percent of median family income • Assistance is necessary to help program par�cipants regain stability in their current permanent housing or move into other permanent housing and achieve stability in that housing. Eligible costs may include security deposits, u�lity deposits, rent and u�lity arrearages, forward rental assistance, u�lity payments, moving costs, and housing stability case management. 4.
