Present and constituting a quorum were: Jose Lopez Cameron Brown Christine Bowen Cherie Hernandez Chairman Vice Chairman Assistant Secretary Assistant Secretary Also present were: Marilee Giles Katie Buchanan Mike Silverstein Jay Soriano Ryan Wilson FIRST ORDER OF BUSINESS District Manager District Counsel by telephone District Engineer by telephone GMS, Operations RMS Roll Call Ms. Giles called the meeting to order at 3:30 p.m. and called the roll. SECOND ORDER OF BUSINESS Public Comment There being none, the next item followed. THIRD ORDER OF BUSINESS Approval of the Minutes of the December 11, 2025 Meeting On MOTION by Mr. Lopez seconded by Ms. Hernandez with all in favor the minutes of the December 11, 2025 meeting were approved as presented. FOURTH ORDER OF BUSINESS Ratification of Series 2017 Pay Requisition No. 92 Docusign Envelope ID: 6560B890-50B2-4C34-9714-443DC6F403D6 January 8, 2026 Armstrong CDD Ms. Giles stated the invoice amount was $4,623.69 but that is not what was paid, the lesser amount was paid that is where it has in parentheses or account balance. I think the account balance was half of that. It is worded that way so that we exhaust that 2017 construction account. Part of this invoice was paid by the district and the other part was paid from the construction fund account. On MOTION by Ms. Bowen seconded by Mr. Brown with all in favor requisition 92 from the series 2017 bonds payable to the Armstrong CDD Capital Reserve Fund in the amount of $4,623.69 was ratified. FIFTH ORDER OF BUSINESS Staff Reports A. District Counsel There being no comments, the next item followed. B. District Engineer Mr. Silverstein stated last month a pond issue was brought up and one of our engineer’s took a look at that. The water level in that pond is very low. When the water level is below the control structure the water doesn’t move and that contributes towards algae growth. Additionally, he noticed with the low water quite a few homes what appear to have roof drain manifolds that directly discharge into the pond. That also can contribute to the algae growth.
