The City of Roseville is an incorporated city with a population of more than 145,000 residents, located in Placer County off of Interstate 80, approximately 16 miles northeast of Sacramento, California. The City of Roseville is a Charter city operating under the City Council/City Manager form of government. The City of Roseville is soliciting proposals from qualified, independent consultants to conduct a financial and operational audit and comparative analysis of animal shelter services provided under the City’s current contractual arrangement with the Placer County Society for the Prevention of Cruelty to Animals (“Placer County SPCA”). This will be a competitive negotiation process. The purpose of this Request for Proposals is to obtain objective, data-driven analysis to assist the City in evaluating service costs, service scope, and comparability with similar jurisdictions, and to inform future contracting decisions.
