Request for Proposal Classification and Compensation Study and Analysis RFP # 23-0003 Introduction The County of Matagorda is requesting proposals for consulting services to conduct a Countywide Employee Classification and Compensation Study as described herein. Background Information Matagorda County, Texas is governed by a five-member Commissioners Court operating under the County form of government. Matagorda County departments include County Judge, Commissioners Court, County Clerk, Veterans’ Service Officer, Emergency Management/911, 23rd District Court, 130th District Court, Court Expense, District Clerk, District Attorney, Justice of the Peace- 1, 2, 3, 4, 6, County Attorney, Elections Cost, County Auditor, Human Resources, County Treasurer, County Tax Assessor-Collector, Information Services, County Courthouse & Buildings, County Jail, Constable Precinct- 1, 2, 3, 4, 6, County Sheriff, Juvenile Probation Board, Juvenile Probation, Transfer Station, Road & Bridge Precinct-1, 2, 3, 4, Health Department, Animal Control, Child Support, Fairgrounds, Marine Division, Agricultural Extension Service, and Home Economist Service. Overall, the County has approximately 243 full-time employees and 9 permanent part-time, 29 part-time seasonal/temporary, and 70 part-time election part-time employees. Matagorda County has a Classification and Compensation plan from 1994. The County operates on a base pay for positions and review of positions typically occurs place during the budget process. Many of the positions have been evaluated, reviewed and updated when necessary. Some new positions have been created and incorporated into the job descriptions while other positions have been eliminated. Goals and Objectives The purpose of the Classification and Compensation Study is to address changes in Matagorda County operations and staffing over the past decades, which may have affected the type, scope, and level of work being performed. The County’s objectives are to: 1. Attract and retain qualified employees; 2. Ensure positions performing similar work with essentially the same level of complexity, 3. 4. 5. 6.
