The purpose of this Request for Proposal is to solicit proposals to establish contracts for debris removal services for the City of Norfolk, Virginia (the “City”) with experienced Contractors who are capable of efficiently clearing, removing, and lawfully disposing of large volumes of disaster generated debris (other than hazardous materials, household putrescible garbage, and household hazardous waste) from public property and public rights-of-way, throughout the City for the time period preceding and/or immediately following a local, regional or statewide disaster with the potential for generating debris. Contractor must be capable of assembling, directing, and managing a workforce that can complete the removal of debris in response to a Category one (1) to five (5) hurricane (the “disaster”) in a maximum of ninety (90) calendar days and complete all disposal operations within one-hundred and eighty (180) calendar days from authorization to proceed from the City to begin the recovery process. If the Contractor fails to meet the timeframe as described above or otherwise agreed upon by the Authorized User, a 1% invoice reduction per each day of delay may be applied. If a Contractor accepts task orders that are likely to exceed 2 million cubic yards of debris, the Contractor must provide evidence, with supporting documentation, to all interested agencies showing that the assembled workforce can undertake the additional work without jeopardizing the above time requirements. The setup and operation of temporary debris storage and reduction sites as approved by the City is authorized in order to facilitate recycling and disposal.
